7Sanji
Sanji is introduced to the fans as the sous chef in Baratie and he later goes on to join Luffy’s group in search of the All Blue. Although he is a Cook, Sanji has been training all his life and has developed his own fighting style, called the Black Leg Style, which revolves around fighting using only feet.
Sanji is incredibly powerfuland certainly among the strongest seen in Season 1 of Netflix’sOne Piece Live Action series.He does not wield any Devil Fruit power, which makes his feats all the more impressive.
6Zoro
Zoro is the very first person to join Luffy’s crewand just like Luffy, he has his own dreams as well. Zoro is already a master swordsman at the beginning of the story, however, his goal is to find and surpass Dracule Mihawk. This task is certainly paramount and doing so without any Devil Fruit makes Zoro quite special.
Among the Non-Devil Fruit users in Netflix’sOne Piece Live Action series, Zoro certainly stands out as one of the very best. Fans will surely see him put his blade to the test against several mighty foes in the series.
5Arlong
Arlong is a powerful Fishmanwho once sailed the seas of the Grand Line as well. He is incredibly powerful and worthy of taking on some very powerful enemies as well. As a veteran pirate, Arlong certainly stands out as one of the best Non-Devil Fruit users in the East Blue.

There are very few people in the East Blue capable of toppling Arlong, and he managed to hold a strong grasp over these seas despite not having a Devil Fruit, which is a testament to his strength.
4Mihawk
Dracule Mihawk is the World’s Strongest Swordsman and a legendary figurewho stands tall as one of the strongest in the entire story. Mihawk is among the elites of the world and he has achieved all that without even relying on the Devil Fruit power.
He makes an appearance in the first season of Netflix’sOne Piece Live Action seriesduring the Baratie arc. Mihawk goes on to fight Zoro and humbles him very well during this arc. In doing so, he also shows the fans his skill and what he’s truly capable of achieving.
3Shanks
Shanks is one of the strongest pirates in the entire world ofOne Pieceand also the man who Luffy idolizes quite a lot. Shanks has reached extremely high heights all without relying on the Devil Fruit power.
In fact, he doesn’t even have his dominant arm right now and despite that, he has made progress by leaps and bounds since he has lost it. Currently, Shanks stands tall as one of the four mightiest pirates on the ocean, which is nothing short of spectacular.
2Garp
Garp is a living legend in theOne Pieceworld and one of the only few people worthy of standing up to the Pirate King when he was alive. Even though Garp is old right now, he’s strong enough to be considered among the mightiest across the oceans. Furthermore, a younger Garp will also appear in One Piece Live Action during Roger’s execution and this version of him is certainly one of the strongest ever.
Garp does not rely on any Devil Fruit in combat at all. In fact, he doesn’t even rely on any weapon and all he needs are his bare fists. Having rivaled the likes of Roger, there is certainly no force on the seas that can scare him.
1Roger
The Pirate King himself will make an appearance in Netflix’sOne Piece Live ActionSeason 1. Fans already saw him in the full trailer where he was shown moments before his execution.
While he will technically not play any role in the current timeline of theOne Pieceworld, he will be shown during his execution, where he is already done conquering the entire seas. At this point, Roger is the strongest and certainly, he achieved all that without ever relying on any Devil Fruit power.
