There was no explanation as to how this happened, but they said it was fixed after entering a building.
In the comments, oneDisney Dreamlight Valleyplayer shared a similar experience while wearing the Minnie Mouse dress, saying that they had about eight different versions of legs and hands caused by glitches. But others pointed out that this wasn’t limited to this dress, noting that they’ve seen strange issues with different skins, like the Ariel sea foam dress apparently turning an avatar completely white.
