This side quest can be found in Gerudo Town, once the region has been saved from the Gibdo infestation.

With those prerequisites met, the northern corner of the town square during the day, beyond the fruit stand, will be a girl named Dalia standing near clay pots. Alternatively, players may find an orb, and they try to interact with it, Dalia will ask the player if they want to play a game.
How to Complete Dalia’s Game in Tears of the Kingdom
The prize for Dalia’s game is the orb, a necessary item for those looking to finishThe Mysterious Eighth side quest. In order to win it, Dalia challenges players to find her stuffed Sand Seal, though the toy will be hidden in one of the houses in Gerudo Town and players will only have 90 seconds to find it. Making this a little more difficult is the fact that the toy can be located in a few different locations inside the Gerudo Shelter. However, Dalia gives the players a clue based on the phrase she mentions before the hide and seek event begins. Here are the possible locations:
